An Attempt to Encounter Citizens’ Initiative?

It was on 1st December 2009 that various organizations came together to announce “DANTEWADA PADYATRA, SATYAGRAH AND JAN SUNWAI. Very Rapidly since then a counter strategy seems to be have been worked out to stymie this 3 week long program organized to make the heightened sufferings in the wake of Operation Green Hunt of the Adivasis of Dantewada to hopefully seep into National Conscience.

On 8th December in a press conference organized by “Ma Danteshwari Adivasi Swabhiman Manch(MDASM)” it made clear its intention to oppose the Padyatra and demanded that Director of Vanvasi Chetna Manch(VCA) be arrested.
The Person In Charge of Special Branch, District Dantewada, writes a letter dated 07 December to Himanshu Kumar – Director VCA. In it he presupposes that Naxalites are likely to join, hiding among the general populace, the “Padyatra that is taken out to oppose operation Green Hunt” and this may result in a grave incident causing serious Law & Order problem. He therefore then asks to be provided immediately with “village wise lists of people who are going to join the Padyatra so that they may be provided with security”.
Himanshu Kumar replies above letter, which it appears he received today (see reference), on the same day. He clarifies that Padyatra is not for opposing Operation Green Hunt but for opposing the atrocities (killing of innocent children/women/ old, burning of homes and looting of possessions) committed against the tribals in its name. This he says he considers a constitutional right of a patriotic citizen and his duty. He further says that participation in Padyatra will be from Gandhian Activists, Students & intellectuals across the nation and not from general populace. Since it is a citizens’ initiative that is aimed at promoting Peace, Justice, Stability & Development it won’t besmirch law & order situation and therefore there has been no demand for Police Protection.
Later in the day a tribal volunteer and a colleague, Kopa Kumjam, of VCA is taken away, thereby precipitating following update from Himanshu Kumar.
“Dear friends,
Kopa Kunjam is our senior tribal colleague. He is looking after rehabilitation of devastated villages. Just one hour before (10th Dec Thursday afternoon) Kopa is taken away by a huge police team, all in plain clothes and without their name. I intend to go to Police Station by 5 pm in the evening to bring him back and I plan to use non violent force for this.
I have also attached letters from the police regarding the padyatra we are planning from 14th December and some press coverage about “counter peoples movement” against VCA.
