Controlled Chaos: European Doubts Over *Project-Terror*.

Controlled Chaos (or Control of Chaos) has attracted the attention of Scientists and Chaos theorist for long only because nature throws abundant examples of dynamically unstable non-linear systems. “The idea that chaotic systems can in fact be controlled may be counterintuitive-after all they are unpredictable in the long term… but experimentalists have demonstrated that physical chaotic systems respond well to both simple and sophisticated control strategies. Applications are in areas of research such as communications, electronics, physiology, chemistry,  epidemiology, and fluid mechanics“. Smart Political theorists realized that what is good for “physical chaotic systems” may be even better for “political chaotic system”. A slightly altered version of Urban Dictionary definition encapsulates their belief aptly: “A situation that can be described as a riot or a complete cluster fuck or war,  but in reality, it is under the control, or at least started, by a group of insanely smart individuals (at helm of a Super Power State) in an effort to sow confusion and to strike fear in a certain group of people (can be race, or nations) for the sake of looting“.  Insanely smart people, however, can get it wrong because political systems made of insanely “dumb” people turn out  to be far more unpredictable than their physical counterparts. The concept is age old -there have always been insanely smart individuals alongside the “usual lot”, but it really bloomed with the blue print of *Rebuilding America’s Defenses* prepared by PNAC, and when it was set into motion in George W Bush presidency. The “War on Terror” allows prosecution of “theater conflicts (see page-14)” across globe unbounded by time and means, and to engage in “Preemptive Strikes” at will on mere suspicions or allegations. These terrorising “wars” launched by Bush and now Obama presidencies have created an arch of chaos from Afghanistan through Middle East to Libya and beyond. In the process, the sovereignty of governments is compromised and national boundaries blurred. In this project, the “Islamist” and “Al Qaeda” have become co-travelers with Western governments and entered new territories where they were forbidden earlier. The point is that Chaos has certainly spread, achieving twin targets of Fear and Confusion, which makes swathes of populace at home and away willing zombies ready to footsie with US administration’s (hidden) agendas; but has it been controlled?

This doubt and fear are what have now come to nag yet another willing ally -Swedish Government-in these Terror Wars. “According to the Swedish Security Service (Säpo), there are currently at least 30 Swedish nationals fighting in Syria for groups similar to al-Qaida. Around 500 EU-citizens have travelled to Syria to join the fighting there. Ranstorp’s and Hyllengren’s report, “Prevention of violent extremism in a third country” (“Förebyggande av våldsbejakande extremism i tredjeland”), is part of the government’s action plan against violent extremism. It focuses on so-called foreign fighters or jihadi travellers – young men who travel to conflict zones like Somalia, Pakistan and Syria to take part in armed struggles“.  What West won’t tell is that “Al Qaeda or groups similar to it” have been upfront in fight against “brutal dictators” like Assad of Syria now or Qaddafi of Libya earlier, and that is precisely whom they are supporting. The Report laments, “We are far behind countries like Great Britain, Germany, the Netherlands and Denmark,” said Professor Magnus Ranstorp of Sweden’s National Defence College (Försvarshögskolan). He co-authored the government-commissioned report together with his colleague Peder Hyllengren“.

Though report mentions that Netherlands is “far ahead”, the same doubt and fear had come to assail its institution just in March Last: “ National Coordinator for Security and Counterterrorism [NCTV] raised the threat level for terrorist attack on 12 March to *Substantial*: ^^The chance of an attack in the Netherlands or against Dutch interests abroad has risen. Close to a hundred individuals have recently left the Netherlands for various countries in Africa and the Middle East, especially Syria. Individuals fighting for radical Islam abroad could return and “inspire others in the Netherlands to follow in their footsteps^^“. Looks like European governments have “weak stomachs” or haven’t mastered the art of “controlled chaos” like US administration, whose agencies FBI and CIA thrive on setting up terrorists and then busting them. A country where USA carried out its controlled chaos experiment, Iraq, has her collaborator at the helms -Nouri Al Maliki- a worried man too. “But Maliki would clearly prefer that Sunni extremists in Syria not prevail, given the likelihood that a Sunni Islamist regime in Syria would support Maliki’s Sunni Islamist opponents in Iraq. The Saudis and Qataris are financing and arming Sunni Islamist insurgents in Syria, some of whom are indistinguishable from their Iraqi compatriots. Maliki is probably correct that Assad’s fall to a Sunni-dominated rebellion would bode ill for Shiite-majority Iraq. While still unlikely, there is even a risk that continued fighting would weaken state structures in Syria, Lebanon, Iraq and Jordan so much that their “artificial” borders come into question — potentially reopening the question of an independent Kurdistan, and even opening the question of whether Sunni-majority provinces like Anbar and Ninevah want to remain in Maliki’s Shiite-dominated Iraq. Al-Qaida’s caliphate dreams may be fantasy, but chaos in the Levant is not out of the question“. Al Qaeda’s Caliphate dreams may be a fantasy, but would the Caliphate dreams of US administration be so too? Even seasoned political analysts fail to grasp controlled chaos. “Experts believe that the Middle East reconstruction plan entered its decisive stage in June 2011. At the height of the war in Libya and in the context of growing tension in Syria, Yemen, Morocco and other countries, US President Barack Obama’s Administration formed a pool of potential partners of the US in that region. John Brennan, the US president’s Homeland Security and Counterterrorism Adviser, announced the consolidation of cooperation with the authorities of Yemen, Iraq, Somalia and North African countries. Washington’s most unexpected U-turn was made to face the Muslim Brotherhood. Recently that organisation was on the list of terrorist groups but now Hillary Clinton calls it one of the partners for cooperation. “The West’s position is absolutely incomprehensible because the West will gain nothing from this. Each step forward in this direction makes the passage narrower, which means that in the end the West will find itself in alliance with those against whom the West had carried out an anti-terrorism crusade for 10 years.”“. The reason is that even those who mastermind controlled chaos don’t know where it is headed even though they pretend they know. Such is the conceit of insanely brilliant.

Libya, another victim of controlled chaos, is going through very troubled times, whose city of Benghazi claimed US ambassador to Libya (see point 6) on 9/11 last year. Sami al-Saadi is spearheading a campaign to have a *Political Isolation Statute(PIS)* passed and strictly implemented. Leader of the Ummah al Wasat Party and a central figure of the Political Isolation Law movement, Saami Al Saadi, told the gathered crowd that the revolution was not only against Qaddafi but the whole corrupt system, and those involved with the old regime could not be allowed to continue in the Free Libya. This man was called “Sheikh of the Arabs” by another “target-ally” of US, Taliban leader Mullah Omar. Al-Saadi is the former ideologue of the Libyan Islamic Fighting Group (LIFG) and the founder of the political party al-Umma al-Wasat. PIS is a fabulous stratagem to strike at the heart of “liberal” Libyan government. Ashour Suleiman Shuwail is the present interior minister and a former Libyan security officer in Qaddafi regime. Mahmoud Jibril loyally served the Qaddafi regime as the head of the National Planning Council of Libya and of the National Economic Development Board of Libya (NEDB) from 2007 to 2011, and was a protégé and close friend of Saif al-Islam Gaddafi. Jibril served as interim prime minister for 7 months when US supported and NATO/ French prosecuted war against Qaddafi was in progress and the support of whose National Forces Alliance party was crucial in the election of current prime minister, Ali Zeidan. These examples show that PIS project would destabilise the present arrangement, and the recent French Embassy attack may prove to be the start of a trend, in which Libyan — and by extension North African — instability would become a permanent status quo. The crisis in Mali and the growing instability in Algeria — and most recently Tunisia — offer clear evidence in support of this conjecture. UK Government’s Foreign and Commonwealth Office (FCO) travel advisory is telltale in this context: “The FCO advise against all but essential travel to Tripoli, Zuwara, Az Zawiya, al Khums, Zlitan and Misrata, and to the coastal towns from Ras Lanuf to the Egyptian Border, with the exception of Benghazi. The FCO advise against all travel to all other parts of Libya, including Benghazi.  There is a high threat from terrorism including kidnapping. This threat is increased due to a threat of retaliatory attacks following the French intervention in Mali“.

I had been wrongly crediting George Bush administration for evolving the doctrine of Preemptive Strikes in post Wolrd War-II era when the formation of United Nations System to manage new world order of bipolarity was shaped. Collapse of the Soviet Union allowed US to put that doctrine to practice starting with Afghanistan. However, by crediting Bush I have been doing great injustice to the real claimant to that honour -Israel. This tiny but armed to the teeth country carried out a “spectacular” preemptive strike – the world’s first and only attack on Nuclear Plant– in Iraq using US built F-16s and F-15s. The strike on French built Osirak reactor 18 miles south of Baghdad was carried out because Israel “believed”  it was designed to make nuclear weapons to destroy Israel. That was in 1981. What Israel preached and practiced  in its immediate neighbourhood, Bush may at most be credited for globalising. Just recently Israel carried out a second bombing run of the year against Syria.

Not just adversaries, but even the allies of controllers of Chaos have the potential to Decontrol the Chaos Experiment.
